Nationalities obtaining a free 90-day visa upon arrival: as a reciprocity to the citizens of Benin, Central African Republic, Chad, Ghana, Guinea, Indonesia, Haiti, Senegal, Seychelles, Sao and Principe. Exceptionally to the citizens of the Democratic Republic of Congo, Mauritius, Philippines, Singapore and East African Community Member States (Kenya, Tanzania, Burundi, Uganda, South Sudan).
Nationalities obtaining a 90-day visa upon arrival: citizens of the Common Market of Eastern and Southern Africa (COMESA) who do not already benefit from a free visa (Comoros, Djibouti, Egypt, Eritrea, Ethiopia, Libya, Madagascar, Malawi, Sudan, Swaziland, Zambia, Zimbabwe).
Special passports: Holders of diplomatic passports or service passports from Djibouti, Ethiopia, Gabon, Guinea, India, Israel, Morocco and Turkey are exempt from visa.
Rwandans with dual nationality: Rwandans with dual nationality can enter Rwandan soil with their ID card.
Resident in Rwanda: foreigners residing in Rwanda and having a resident card can enter the Rwandan soil with this single document.
Nationalities obtaining a 30-day visa upon arrival: Citizens of all other countries not previously mentioned obtain their 30-day visa upon arrival at Kigali airport.
Warning: a passenger who has no Rwandan ID (passport or identity card), is considered as a foreign passenger even if he has a multi-citizenship. He must therefore have a visa.
As of January 1, 2018 the conditions for obtaining and waiving visas for Rwanda change and become those detailed above. Visas, if necessary, are issued when passengers arrive at Kigali International Airport.
